Luca Belli, PhD, is Senior Researcher at the CTS, Center for Technology and Society of Fundação Getulio Vargas, Rio de Janeiro, and works at the interface of law and technology, focusing on the impact of ICTs on fundamental rights. Luca also served as a Network Neutrality Expert for the Council of Europe and worked as an agent for the Council of Europe Internet Governance Unit.
